The Governor having two bed rooms can in a short time suit his own taste as to furnishing the remainder.

I enclose a list of the articles - Linen, China, glass, crockery, Cutlery, Cooking utensils which I think a Governor might to find useful.
The Articles should be annually inspected by a Board, on arrival and on the departure of each Governor. Every article should be priced and breakages should be charged to the Governor annually and on leaving with 30 per cent added.
I would not suggest any charge for wear and tear of articles not liable to breakage such as linen - Their value would not be much and such charges would unnecessarily complicate an arrangement which it is desirable to keep as simple as possible.
Moreover, I think it the duty of each Colony to provide a Governor with suitable means of living at his own expense in ordinary comfort on arrival, and I believe the Colonial Rule to the contrary was a great mistake.
